Tenant Involvement Framework

Leeds Tenants Federation (then TIC) negotiated a tenant participation Compact with the council in March 2000.

In February 2003, the Federation agreed a new three-part Compact with the council and its six Arms Length Management Organisations. This Tenant Involvement Framework sets out standards for tenant involvement across the city.

Parts 2 and 3 of this Framework document provide clear action plans for how each of the six ALMOs will meet these standards.

The Framework is a living document and the Federation has already begun the process of revising it and setting out new standards and new aspirations.
